BOARD MEETING
March 11, 2008

 

The monthly meeting of the Board of Directors of the Cherokee Aviation Authority was held on
Tuesday, March 11, 2008, at the Cherokee County Regional Airport.  Chairman Kent Wenck
called the meeting to order at 7:00 p.m.

Present: Kent Wenck, Neal Rogge, Mike Fox, Laverne Birch, Karen Aduddell and FBO Brian Lauck.
Absent: Mike O’Neal.  A quorum was present.

Chairman Wenck opened the public hearing of the FY 2008-2009 budget review.  As there were no
oral or written comments from the public, a motion was made by Fox, seconded by Birch, to close
the public hearing.    Motion carried.

Birch moved, seconded by Rogge, to approve the proposed FY 2008-2009 budget.  Tax revenue
proposed is $75,276.00; total income $469,768.00 and total expenditures $469,768.00.  Of the total
income, $301,150.00 is a proposed reimbursement for an FAA federal grant for airport improvements
and $317,000.00 of the expenditures is for the total cost of the airport improvement project.  The motion
to approve the budget was approved.

The minutes of the previous meeting were read.    Rogge moved, seconded by Birch, to approve
the minutes as read.   Motion carried.

Fox moved, seconded by Rogge, to approve payment of these bills.  Motion carried.

Reviewed the balance sheet as of March 11, 2008, accounts receivable, profit and loss and budget
comparison for the current fiscal year to date. 

The fuel report for the month of February was reviewed.  Fuel sales for February were 263.83 gal AV
gas and 332.77 gal Jet A.   Kent and Brian ordered 4000 gallons of Jet Fuel to be delivered this week. 

FBO Report:

·        Kent and Brian will both attend the Annual Airport Conference being held in Des Moines on
April 23rd and 24th.  The Authority will pay their costs.

·        Brian, Kent and Mike O’Neal will attend the Airport Landing Use Planning Meeting being held in
Spencer on April 3rd.

·        Two flight students have soloed recently.

·        Jim from Newton Home Oil was at the airport two weeks ago with information on updating
the jet fuel filters.  Cost would run about $2,000 uninstalled.  Jim stated that we would be able
to do the installation.

·        The fuel tank alarm system was checked and is in working condition.

·        Flying Club is offering aviation scholarship for 16-21 year olds. They will pay $35.00 of the
$70.00 an hour  for 16-21 year olds to take flying lessons in Cherokee.   Brian would pay
the other $35.00.

·        Brian requested a discount on fuel for kids learning to fly.   No decision was made on this request.

·        The bearings in the big snowblower should be replaced.  Will take to Gravenish Repair this
spring for necessary maintenance.

Discussed the condition of the cabinets for our fuel pump stations.  Brian has received one bid of
$51,000.00 per cabinet (not including installation).   Brian stated that the Iowa DOT Aviation Division will
pay 85% of the cost to replace fueling equipment.  To receive funding from the State, the improvement
would need to be applied for by April 1st and would have to be included in our Airport Improvement
Program (AIP).   The Board will include the purchase of two new fuel pump cabinets in the 2009-2010
budget and AIP, and apply for the Iowa DOT funding by April 1, 2009. 

Land acquisition update:   

Received the new approved Airport Layout Plan (ALP) from the FAA.   We can now proceed with obtaining
appraisals on the quonset huts to complete the land acquisition.  It is possible that the project could be
completed by May 1st.  Snyder & Associates will have 3 separate appraisals completed to determine cost
of the acquisition.    Kent has delivered the abstracts to First Abstract & Loan Co. to be continued. 

Kent signed the AWOS Maintenance Agreement for the Iowa DOT to continue its maintenance and
operation of the AWOS equipment and data lines at the airport.  Their contractor performs quarterly and
annual inspections along with as-needed calls for emergency maintenance. 

There being no further business, the meeting adjourned at 8:30 p.m.
